I also had to match drill this fuel tank drain flange to the tank skin. The drain hole is prepunched in the skin, but you have to center this flange some how for match drilling. I took a slightly smaller diameter bolt, wrapped it in several layers of masking tape to build up the diameter. Then I was able to effectively screw the flange down tight on to the tank skin for drilling.
